Regarding the topic title: it should be noted that "Cosmo Electron" (1964) and "Cosmo Electron" (1968) contain different tracks. One is not a reissue of the other.

What are you basing this on? The track titles are different, but the sequencing and track lenghts are identical.

Good question. I based it on the track lengths stated in

https://www.discogs.com/release/7793209-Teo-Usuelli-Cosmo-Electron and
https://www.discogs.com/release/27145692-Teo-Usuelli-Electronic-Workshop-Cosmo-Electron,

the latter entry of which appears to be completely wrong. And I didn't bother to compare them to the actual rip of ERL 3350. Dang.

So, they're indeed the same after all. Thanks!
