I can't access the files currently since my old laptop is bust, but some cue sheets which were for sale on eBay years ago have this and a few other pieces thematically related as just having alphanumeric names ("PP-xx"), whatever that means, and credited to Kauer and Lackey.

I think that track is official because there’s a piano version of it heard in piano rolling blues

I think I might've found a likely lead on the identity of the library used in the late 60s shorts! Plugging in "Dehace" (the name of the library Conzelmann and Hanesch ran in the 50s and 60s) in the Internet Archive's "search text contents" function got me a 1959 Variety article announcing the formation of a library known as "International Music Library"/"New International Music Library", run by a director and producer named Marion Gering. The library offered music recorded in various European countries, but of particular note is the fact they had a branch in Germany, "tieing into the resources of Dehace, largest film music library in Germany". If this library was kicking around well into the 60s, I could easily see it being where Art Clokey found the Selected Sound tracks used on the show.

"Tricky Train", I am certain, exclusively uses cues from the "International Music Library". Some of them show up as far back as 1959 in "Bucky and Pepito".

I think the circus track heard in the Gumby episode the Ferris wheel mystery when prickle and pokey are in the carnival is probably from major records sound effect or authentic sound effects.

Found some more tracks! The Henry and His Claymates (which was supposed to be a Gumby spin-off) episode Dragon Witch uses cues from Hi-Q Reel X-47.
Beatnik (SF-400), Flutesville (SF-403), and Call Girl (SF-405) by Robert Mersey were used.
