https://www.youtube.com/watch?v=I_K706cSpmkI believe this track used by Simon Bates as a chart rundown bed in October 1982 is library music. The audio was originally uploaded to another forum a few months ago but no one knew it's identity.
I've tried the usual fingerprinting and Youtube doesn't recognise it either. I'm thinking that it could be an Astral Sounds track, possibly from the 1982 issued "Scorpio"?
