Help needed with a mysterious library (?) track

I’ve been trying to ID this track for the past 10 years and now, somewhat out of desperation, turning to the local LMT experts for help. It sounds to me like an Italian library record, but it’s a rough, unsubstantiated guess. Does anyone happen to know the name? Any help/leads would be hugely appreciated.
