As far as I know, Chumei Watanabe never wrote any library.
He composed a lot of music for movies and TV, mainly anime. But nothing related to library music.

Some of this will depend on how you apply the term library music. Shigeo Sekito released a four album series titled, 'Special Sound' in the mid-1970s. As far as I can see, this music was never labeled "Library', but the music (not to mention the cover art) is unmistakably library in sound. Perhaps he was simply influenced heavily by library music, or perhaps it was employed as such.

There is also Yasuaki Shimizu's 'Music For Commercials' from the 'Made To Measure' series (Vol. 12) that you may wish to check out. It was recorded in 1987 and has the occasional Ryuichi Sakamoto circa Merry Christmas Mr. Lawrence feel.

To add, [Parry Music PML 107] is all Japanese library and in fact one of its two composers, Chuji Kinoshita, is the brother of the legendary film director, Keisuke Kinoshita.
