Unknown track from Sound Ideas (1988-1993 catalog)

I'm looking for this Sound Ideas track used in several TV Manchete promos in 1990s.

It plays at 4 seconds of the video below.


The only information I have is that it is a track composed by Craig Austin and it is from the original catalog of Sound Ideas (the 1988-1993 one).
