At long last, the Stimpy's Fan Club cue has been found in its entirety by yours truly (and not that "Head Amusement" track that's just the first thirty seconds or so)! The cue itself can be heard at 10:54 in this reel in the Herschel Burke Gilbert collection at UCLA (thanks to "project.audion" for bringing this place up in the Requests forum), and was actually recorded for the MuTel library originally, presumably composed by Mr. Gilbert. We don't have the name however, just what's presumably the internal catalog number used by the library being announced before it plays ("14266").
