Would anyone happen to have any of these Cecil Leuter albums in better quality? (Or know if they're available to buy in a lossless digital format anywhere?) Let me know if anyone's interested in any of these; several of them came from maiolibrary.blogspot.com.

Uploading now. But I now see that you've also requested Creel Pone 116, which is the same album of IMLP 20.
The Creel Pone reissue is 8 years old now, so I figure I can share the album here.

Neuilly MC 8005 Pop Electronique, is also Kosinus KOA 4004 Pop Electronique. Mind, in different order. You can find it here in flac:

Kosinus renamed some of the albums from Neuilly/Creasound/Mondiophone/Montparnasse catalogs, so on BWPlaid's post you'll also find almost all Montparnasse 2000 Nilovic's , Nino Nardini's "Jungle Obssession", Pierre Porte's "a musical picture", Jacky Giordano's " Pop In... Devil's Train" (filed under "Cinematic Rare Groove ") , Harlem pop trotters 1975 album (under "Jazz Funk Sessions") ...
