What is the name of the song from the NTV in Cuba?

[TheTVExplorer]

Hello. I'm looking for the name of the NTV (Noticiero Nacional de la Televisión) in Cuba. While I've seen YouTube comments saying that it's from a German beer festival, I cannot find any info about it online. I've also heard that it's composed by Leo Brouwer.
