Notable Canadian label under the Canadian Talent Library Trust, Toronto. Founded c. 1962 by broadcaster J. Lyman Potts.
Unlike labels of "regular" library music, large parts of this catalogue consist of ordinary vocal pop, and other 'normal' music, pre-prepped for airplay usage, often containing covers of standards or other songs/compositions not written specifically for libraries - though largely focused on Canadian performers and arrangers.
... okay, so what's the point of this "library", then? Doesn't this make them just a 'regular' record label?
Well, Canada had (and still has) specific regulations requiring broadcasters to showcase at least a certain percentage of Canadian content ("CanCon"), which for radio stations at this time was around 30%. To easily discern "how" Canadian a recording is, you'll often see Canadian-issued releases bearing a specific branding "MAPL" (Music, Artist, Performance, Lyrics), indicating whether a composition (M), its lyrics (L) were penned by a Canadian, and whether its principal performer (A) is Canadian, and its recording (P) was done in Canada.
I would guess this library was set up to aid Canadian radio stations to meet this quota.
It's also quite a confusing catalogue to document - records were issued in multiple different versions, and sometimes issued on regular commercial labels (RCA Victor for instance), with CTL's number listed as a secondary catalogue number.
