The contact from the ASCAP listing has contacted me back, however they told me the song is controlled by their parent company over in the UK, which is APM, along with a link to the Discogs page of the song. You'd think APM would've uploaded this track by now, but no, this track has not been archived before.
Hopefully if I ever do get the track, this issue can be fixed.
