Unknown track from Sound Ideas (1988-1993 pack)

I'm looking for this Sound Ideas track used in a scene from the Brazilian soap opera "Rainha da Sucata", presented by TV Globo in 1990.

The same track was used in a promo for TV Manchete's 3rd anniversary in 1989. It plays at 0m24s into the video below.

The only information I have is that it is a track composed by Craig Austin.
