Sounds like "O Sole Mio", but I don't know the album or musician for this particular arrangement. Doesn't sound like it comes from KPM, given there are only two different recordings of the same song. And this recording in the video does not match them.

Actually, the arrangement is by Paul Kass from Parry Music PML 76 "Around the World Volume 3": hudebnibanka.com/detail/PML-CD1008 (track 5 in the link).

Thank you. Interesting enough that the mastered disc was finalized in October 1983, the same month when Emil Ascher lost distribution of Bruton to APM.
