Title: GTA San Andreas Radio Commercial Theme / Unknown Track (Westar Music?)

Well ... this song I heard on the radio some time ago.
In those days, I noticed that he also plays in one of the GTA San Andreas radio commercials. It sounds a lot like a Hot Ideas track.

I suspect it's a Westar Music track, but I didn't find it on their website.
Does anyone know the original title and its composer?
