No clue...but it sounds like it would be from the very late 80's/very early 90's time period.

What was the music used in? That may be some sort of place to start trying to figure out if it's library music or if it's original music made for whatever?

Do you know what language it was in or what country it may have come from? Also, what year was this recorded? It could be royalty-free stuff.

It was a British radio. I was traveling and I heard it.
