Title: Do these effects come from a music or sfx library

Hello,

I am wondering what the source for the musical effects heard in a promo are from.

The promo is called “TV Promos” and is is the first audio track in the playlist in the link. I have heard these effects in a lot of productions from the 80s and 90s.

I know this is not a sound effects forum but I am posting this for the possibility that they are production elements or stingers from a music library

There's so many effects/production libraries that it's difficult to locate the source of effects however, it's not one I instantly recognise.
