Identifying this track in a Quantum Link Promo Ad

Hi, Can anyone identify what the library track is at 4:19 in this promo for Quantum Link on the Commodore 64?  The ad is from around '86.

I did recognize the track at 2:00, which is "A Positive Vision" from KPM 1000 series "Compulsion" by Andy Clark (1985) and I thought that might be a lead since the track at 4:19 does have a similar sound, but after pouring through tons of mid 80s KPM albums and lots of Andy Clark, I'm no closer to figuring it out.

It it helps, I used audio forensic software to remove the voice over.  The youtube compression makes it sound horrible anyway but it might make it easier to identify?  Anyway, here's the link to the version with no voiceover
