In the first video, the song that plays at minute 2:19 is "User Friendly", by Trevor Bastow, from the Music House label.

This is one of the few themes that Globo TV commissioned themselves so there is no physical release associated with it. I think the name "Trilha-base SPTV" is incorrect because the theme was used by Globo local news affiliates all over Brazil. The brass section is very similar to the arrangement used in "Tema da Vitória" that became Ayrton Senna's theme during his F1 career also a Globo TV exclusive track and their most famous theme.
