Title: Library Track from humorous Cleveland youtube video

Wondering if you can help me ID this library track used for this humorous youtube video poking fun at Cleveland.

I reached out to the account holder but he said that it was some random library track he had and can't remember the name. He said that hard drive crashed and he doesn't even have it anymore but if I find out to let him know lol.

I used some forensic software to remove the voiceover. Of course though the youtube compression has turned most of it to swiss cheese but it's easier to hear the track without the voiceover. Here's a link to the track with no voiceover

Unfortunately, I'm not sure where they came from
