Nice find!
I had a look, and found the following:
Small British CD labels under SRTL Ltd., initially based in London, later in Emsworth.
The parent company still exists as a recording equipment distributor, but is no longer involved in the library music business.
Copyright paperwork seems to indicate that the library only consisted of these four releases.

I have a CD from ARTL to add to Discogs. The cat. # is ARTL 6012. The title is "Fast - 1" with the subtitle "Music to quicken the pulse". As soon as i have added it i will post a link.
