Here are my CDs from a popular Japanese royalty-free source, EX Industry. If anyone knows the years and composers on these let me know. I could only find composers listed on paperwork for Onkou-kun 1-3 and the year for Hip Pop as printed on its CD.

I checked with all the sources there and tried not only the actual distributor but also its redistributor and - no dice.
There is a SFX disk ("Super Onkou-Kun 3) from February 1999. But nothing about the actual music.

Based on these snapshots it seems Sound Bank 6 would have been released in 2003, as it was added to their site in Feb 2003.
